You are invited to submit a milk bid to supply the Kittitas School District for a one-year period: September 1, 2026, through August 31, 2027, for the following:

General Health Standards

All dairy products must be produced, handled, and transported in a sanitary manner and in compliance with all federal, state, and local statutes and regulations. Transportation of the milk and dairy products must be made in compliance with all federal, state, and local health requirements, including but not limited to the Washington State Department of Agriculture regulations, the local milk ordnance, and the Washington Fluid Milk Act. Milk must be maintained at a temperature of 35 to 40 degrees in storage, staging/loading, and delivery truck.

Packaging Standards

All products must be packaged in containers, which are clearly labeled in accordance with current labeling laws, listing all ingredients and nutritional information as required. Code dates must be legible and permanently marked on packaging. Milk cartons may not be dated more than fourteen (14) days in advance. All packaging must be clean and sanitary at the time of delivery.

Expiration date on cartons must be no less than seven (7) days and no more than fourteen (14) days from date of delivery. Each case shall contain no more than fifty (50) half-pints and shall not exceed 40 pounds.

Product Standards

For each type of product ordered by the district, the awarded dairy agrees to provide only that product meeting the Product Specifications contained in the Bid Specifications for that type of product. Substitutions shall be made only upon mutual agreement of the parties. The Food Services Director will be notified promptly of product quality irregularities or any delivery irregularities. All food items will comply with State Inspection and Packaging Requirements. The selected bidder will be responsible for reimbursing the Kittitas School District for lost meal revenue caused by a missed delivery or quality assurance problem.

Delivery Requirements.

Two day a week delivery between 6am and 10am is required for all two (2) district schools. Weeks with scheduled holiday breaks will be coordinated with the Food Services Director. The delivery person shall place new stock to the back and rotate older stock to the front of the cooler or refrigerator storage area. The delivery person shall obtain the signature of the school kitchen staff member who accepted delivery of the products on an itemized and priced delivery slip and shall leave a copy of such delivery slip at the school site. The delivery person shall deliver only those products which satisfy the sanitation and quality standards contained in the Bid Specifications. The district will not tolerate delivery of unsanitary milk carton.

The bid is to supply the Kittitas School District with the following items:

  •     Half pint, 1% milk (estimated use)                

    • 266 cases (13,300 cartons)

  •     Half pint, Fat Free Chocolate (estimated use)       

    • 1,140 cases (57,000 cartons)

Usage estimates are based on participation from the previous school year.

All quoted products must be produced and processed in the USA.

"Buy American" Provision: Section 104 (d) of the William F. Goodling Child Nutrition Reauthorization Act of 1998 requires schools and institutions participating in the National School Lunch Program (NSLP) and School Breakfast Program (SBP) in the contiguous United States to purchase, to the maximum extent practicable, domestic commodities or products for use in meals served under the NSLP and SBP. Commodity or product is to be substantially produced and processed in the United States using agricultural commodities that are produced in the United States. "Substantially" means over 51 percent of the final processed product consists of agricultural commodities that were grown domestically.

Process for Bid Submission
  • Bids must be received in the Kittitas School District Office located at:

    • 601 N Pierce Street, Kittitas, WA 98934.

  • Bids must be submitted by Friday, August 21st, 2026, no later than 12:00 p.m. Noon.

  • Bids are to be in a sealed envelope clearly marked “SEALED MILK BID”.

  • Bids will be awarded at the regular school board meeting on August 26th, 2026. The Board of Directors of the Kittitas School District reserves the right to accept or reject any or all bids or parts thereof.
